1) make sure you have the mic plugged into the mic jack on the back of computer (or front) -- it has a picture of a mic next 2 it
2) make sure the volume on the mic is good
3) get a good mic that doesnt pick up a lot of background noise (headsets work fine)
4) each game has a different system of how to activate the voice chat, but most games have options under the option panel for the mic; some games also have a mic tutorial and/or setup

(make sure the game supports voice chat, if not try ventrilo.com and find some fellow gamers to chat with on a private server)

IIRC the system minimum requirements are 1G of RAM to run the game with XP Professional. Usually the games minimum requirements will run the game but not run it well. Something you may try to narrow the problem down is, lower all the system settings, turn off all the bells and whistles and try a lower populated server to see if it runs any better. I am betting by adding 1G of RAM you see most of the problem fixed. One thing to remember is that the game is new and there are going to be lag and bug issues because of this, should get better with time.

I have a newer, higher end computer and I don’t typically have lag issues. For the most part I run error free but every now and again I have lag issues and I have been kicked a couple times, I attribute this to the servers being new. Best of luck.

This is what I am planning on building or pretty close to it.
I plan on waiting till Intel releases more of their 45nm processors which are expected in January around about anyway.
I want the quad core Q9450(I believe that is what it will be) running at 2.66Ghz and has 12Mb of L2 cache. These processors are supposed to use less power(95W maxed) and generate less heat than what other Intel processors do. The estimated price is $266 when released BTW. Thought about dual core but then I also thought just about a year ago not many games if any could require multi cores, now they have a few that take advantage of quad cores and I thought what will the next year or two bring? I believe a lot more will be released that will run on quad core processor computers better.
The Motherboard will also support 45nm processors of course, most likely any that have a good reputation such as Asus, Gigabyte, or Abit and fall into my price range. One I was looking at about $175-$200.
I plan on also using 3 hard drives(HDD), I want 2 raptor HDD's and one HDD for storage purposes only. I do not plan on running RAID0 like so many people claim it is supposed to be faster, I have not seen any significant speed increases using RAID0 myself. The storage HDD will be about 500Gb in size.
The video card will definitely be Nvidia beyond all doubts, I have had ATI ad nothing but troubles with the card I have now plus the thought crossed my mind most game designers use Nvidia the reason most games have the splash scree "Nvidia, the way it's meant to be played". The Nvidia 8800GT looks good, good performance and pricing. About $200-$320, go for one that is not overclocked, you CAN do that easily yourself and save the money, you just may need to add some better cooling.
A 22" widescreen monitor logitech G15 keyoard, I already have a Logitech G7 mouse. PLUS my wife wants the Logitech Z5500 speakers, these cost about $300-$350. I am sure you would not want something that expensive but my wife wants the people in town to hear us jamming, lol.
The power supply and case are something I am a little undecided on at the moment but have a general idea and most likely will go with the Ultra X3 PSU about 650W or more depending on price. Case was thinking about the Antec Nine Hundred. Looks cool and hopefully it will be, talking to some friends of mine that are hard core gamers they said they can't complain.
With all the stuff I want I am looking at about $2300 to build this computer but a few things could be changed to drop the price quite a bit to get closer to your price range. For instance the monitor, speakers, and the hard drives. Only get one hard drive for now and that would save a bundle, get a plain flat screen 19" monitor and a set of speakers that work to what you may want, nothing LOUD or exceptional just as long as they do what you what them to.
My personal opinion though is I like Intel, I have an AMD right now and it has been good to me for 5+ years but AMD has kind of lost it. Even their newest processors are not as fast as they were hoping but AMD may be the choice for you cause they are a little cheaper. A person can usually save about $200 on buying AMD over Intel and get pretty close to that same perfomance.
Memory(RAM) I plan on getting OCZ VIsta upgrade kit of 4Gb of DDR2 PC6400. I know it isn't the fastest but of course I can't afford the best so I go with what price is going to be good for me which is about $175 last I looked may have gone up or down since then. Although things and prices may change and I may have to change my plans on what to buy by the time I actually build in 2 more months. I plan on buying Windows Vista and starting learn it and hope all goes well, if not I will reinstall XP til Vista is better for gaming.

Really, there are so many individual ideas that you really have to search and find what you want, read up on the part and see how other users rate it. If a part has poor ratings and reviews then steer clear of it. Before committing to buying something maybe post it on Yahoo Answers to see how many people like it or changes they would make. Some hardware may work better with other types of hardware and some people may be able to point this out to you before making the buy. A very good gaming computer can be built for $1000 now but wait till Intel releases there newer processors and you will have a better one then for about the same cost.
I like purchasing from http://www.newegg.com/ http://www.tigerdirect.com/ and http://www.zipzoomfly.com/jsp/Home.jsp zipzoomfly I like the best cause they seem to have the best prices and free S&H on almost everything but do not have a good setup on their site and can be difficult to navigate, newegg.com falls in next cause they have reviews from other customers to give an idea how a product might be and easy to navigate, then tigerdirect.com, which seems a little higher priced and don't care much for the site. All of these I have ordered from and never had any troubles. I usually browse newegg and then compare prices for all three of the sites to see which would be cheapest factoring in S&H as well. If newegg has something then a lot of times I go straight to zipzoomfly and search for it instead of trying to navigate using their menus which take forever to get around to the product.

For recreational audio enjoyment (like listening to music or chatting on your cell phone with friends), there are several different kinds of head phones you can choose from, but just a few that will do the job you want them to do. We'll look at some of the more common uses for headphones and give some suggestions as to which headphone might be the right one for you.

When you are simply hanging out and relaxing – on your own or with friends – a regular set of headphones is probably appropriate: by regular, we mean ones that are commonly found in music or electronic stores and are fairly affordable. Often these are in the earbud style, which means they are small speakers that fit into your ear and connect with a cord that either goes over your head in a headband or (more commonly today) are connected under your chin at your neck to your ipod. These are appropriate for casual use because they don't block out outside sound so that if your friends decide to go to the mall, you won't be left bopping to the music because you can't hear them. These are also good if you are out on a bike ride, for example, and want to be able to hear the traffic noise but still enjoy music. Audiophiles (which is a phrase derived from Greek to mean lovers of sound) are people with a real passion for music. If that describes you, it probably means that you have a serious sound system at home. You will want headphones that perhaps have their own amplifier and you will definitely want noise canceling headphones. Noise canceling headphones are usually closed back headphones with padding around the side and fit over the entire ear. They use special circuitry and electronics, as well as insulation, to block out exterior noise. Obviously these kind of headphones are only appropriate in a music theatre style of home entertain systems. They're also good if you want to watch a move but have to keep the sound down because other people want it quiet in the house.

Video gaming is increasing in popularity as computer games and game systems compete for you to race or fight villains or play sports on the screen.
